Roxanne Tan
Chief Technical Advisor on Carbon Markets, UNDP Kazakhstan
Roxanne is Chief Technical Advisor on Carbon Markets at the Kazakhstan United Nations Development Programme (UNDP) office. Roxanne has over 12 years of experience in public policy, consultancy and assurance relating to climate change and sustainability. Roxanne currently serves as GHG Inventory and Mitigation Expert and Policy and Regulatory Advisor on projects in the fields of carbon markets and Article 6 of the Paris Agreement, including Article 6 readiness and mitigation activity development in the Southeast Asia and Latin America regions, and an emission trading scheme piloting and simulation project in Vietnam.
Roxanne regularly engages governments, tracks carbon pricing and carbon market policies including NDC updates, Article 6 regulatory frameworks and carbon market regulations, to inform and drive carbon project development efforts in Asia and beyond. Roxanne also participated in one of the world’s earliest authorized Article 6 projects between two countries, the Bangkok E-Bus Programme in Thailand, as senior policy analyst.
Roxanne also developed and operationalised Singapore’s inaugural GHG emissions measurement, reporting and verification (MRV) system which underpins Singapore’s Carbon Pricing Act. Roxanne was also an accredited lead verifier for the Singapore carbon tax scheme during her time in an assurance and consultancy firm, having led and completed over ten reasonable assurance verification engagements.
Roxanne holds a Master’s degree in Environment from the Australian National University, Australia and a bachelor’s degree in Environmental Engineering from the Nanyang Technological University, Singapore.
