Marat Yelibayev

Chairman of the Management Board, Development Bank of Kazakhstan

Marat Yelibayev is a highly experienced manager with over 20 years of expertise in the financial sector, including substantial international exposure. He has worked at leading firms PricewaterhouseCoopers and Deloitte, where he specialized in mergers and acquisitions and conducted audits of state-owned enterprises and projects in the mining, metallurgy, oil and gas, transport, and logistics sectors.

Mr. Yelibayev was instrumental in the early development of Kazakhstan’s renewable energy sector, as he oversaw a dedicated renewable energy program for the European Bank for Reconstruction and Development (EBRD).

He has also managed investment projects in Kazakhstan’s non-extractive sectors at CITIC Kazyna Investment Fund I L.P.

Since February 2022, Mr. Yelibayev has been serving at JSC “Development Bank of Kazakhstan,” and in December 2023, he was appointed as Chairman of the Management Board.

Marat Yelibayev graduated from the Kazakh Economic University named after T. Ryskulov with a degree in Finance and Accounting. In 2004, he completed a specialization in the management module of the MBA program (Professional Manager) at the International Academy of Business. He also holds a Master’s degree in Finance (Corporate Finance) from London Business School, earned under the Bolashak international scholarship program. Mr. Yelibayev is a member of the Presidential Youth Personnel Reserve.
