Dana Utegen
Teaching professor, Maqsut Narikbayev University; Head of DRCQ in AIFC
Dana is currently a Teaching Professor at the Law School of Maqsut Narikbayev University in Astana, Kazakhstan, and the Director of the Digital Rights Center. She also teaches at the Cyber School of Digital Rights Center Qazaqstan.
She holds Bachelor’s and Master’s degrees in International Law from Maqsut Narikbayev University and completed an Intensive Course of European Law and Economics at the Riga Graduate School of Law in 2018. She is a certified GDPR (DPO) professional, specializing in international criminal and public law, as well as human rights.
In 2019, she consulted for the OSCE-supported Summer School on “Human Rights and Cybersecurity” and contributed to an international roundtable on “Cybercrime and Information Security” at the Academy of Law Enforcement Agencies under PGO. She is a fellow of the Jean Monnet’s European Integration program and has published academic works on digital rights, international criminal law, and information security, focusing on privacy in the context of digital surveillance.
Additionally, she served as a trainer for the TENGRI project’s cybersecurity training sessions in Shymkent and Aktau, in collaboration with the IRI-Kazakhstan program.
