Anar Toleubayeva

Anar Toleubayeva has an extensive background in information technology and governance within Kazakhstan’s public sector. Her career began as a Chief Specialist in the Classification and Information Technology Department at the Committee on Statistics of the Ministry of National Economy from August 2008 to February 2014. Anar then advanced to Head of the Information Security Division at the same committee. Following this, She took on the role of Head of the Information Security Division at the Committee of Treasury of the Ministry of Finance from one and a half years, before serving as Deputy Director of the Records Management Department in the same ministry from December 2020 to May 2021. She continued their trajectory at the Ministry of Labor and Social Protection, where appointed Director of Govtech Services from a year. Subsequently, Anar Toleubayeva became the Director of Information Technology at the Health Insurance Fund from May 2022 to November 2023. Currently, she serves as the Chief Information Officer for the Organization of Horizontal Monitoring Ltd and also holds the position of Deputy Chairman of the Association for the Development of Artificial Intelligence in Kazakhstan. In addition, Anar has participated in an academic mobility program at Syracuse University in the USA, further enhancing her expertise in the field.
