Mr Kenny began his career in the public sector, including working at the Treasury, and the Department of Health. He then moved to the Office of Telecommunications (OFTEL) for four years, followed by three years at The Association of British Insurers. He then undertook a number of consultancy projects, including helping adopt the Legal Services Act 2007 by establishing the Legal Services Board (LSB), of which he was then the inaugural CEO. The LSB is the regulator of the two legal regulators, namely the Solicitors Regulation Authority and the Bar Standards Board. Indeed, it was Mr Kenny who also made the case for a single regulator to oversee all elements of the legal profession.
After almost 6 years running the LSB, Mr Kenny then became CEO of the Medical and Dental Defence Union of Scotland (MDDUS) which offers professional indemnity, and expert legal advice for doctors, dentists and other healthcare professionals. Mr Kenny has also held a variety of other non-executive roles and is currently a Board member of Sheffield Hallam University and the Association of Financial Mutuals, a trustee of the Scottish Redundant Churches Trust, and a Fellow of the Royal Society of Arts.
