Elena Bakhmutova

Education
Elena Bakhmutova graduated from the Alma-Ata Institute of National Economy (NarKhoz) in 1983 with a degree in Economics.

Professional Experience
She has held various positions in both government and commercial organizations, including the Ministry of Finance of the Republic of Kazakhstan. In 2001, she was appointed Vice Minister of Labor and Social Protection of the Republic of Kazakhstan. In 2002, she headed the Financial Supervision Department of the National Bank of the Republic of Kazakhstan. In 2004, she assumed the role of Deputy Chairperson of the Agency for Regulation of the Financial Market and Financial Organizations, later becoming its head.

In 2012, she joined JSC “Samruk-Kazyna,” where she served as Deputy Chairperson of the Management Board and Managing Director for Finance and Operations. From 2016, she led JSC “Social Health Insurance Fund” as Chairperson of the Management Board.

She has also served as a member of the Board of Directors of JSC “GNPF” and as Chairperson of the Board of Directors of JSC “KazPost.”

For her contributions to public service and community activities, she has been awarded various orders and medals, including the Orders “Parasat” and “Kurmet,” and medals commemorating the “10th Anniversary of Astana,” “20th Anniversary of Astana,” and the “10th Anniversary of the Constitution of the Republic of Kazakhstan,” along with a commendation from the President of the Republic of Kazakhstan.
